D&S Partner Joelle Rocha recently co-authored an article with attorney Amy Goins for the Rhode Island Bar Journal entitled: “Seismic Changes to RI’s Land Use Laws: What You Need to Know.”

Joelle recently collaborated with House Speaker Joe Shekarchi, the House Policy office, and other legislators and stakeholders to draft and revise 13 bills that were, ultimately, signed into law in July.

In the General Assembly’s June 2023 press release announcing the enactment of thirteen bills known informally as Speaker K. Joseph Shekarchi’s housing package, the Speaker affirmed the need to “fundamentally change [the State’s]approach to housing development.” By enacting the housing package, the General Assembly did just that and more, as the amendments go beyond changes to residential development, affecting all aspects of both small-scale and large-scale development requiring municipal review and approval.
